There are only few letters based on those Rashis are defined. eg Ju, J etc comes under Makar why not all alphabets are covered under Rashis. eg A is under Mesh but wat about AA? I hope my question is clear

Some say that there are total 27 nakshtra , while some say these are 28 ( they count last 15 ghatee from uttarshadha and first 4 from Shravan Nakshtra
Can anyone clear my doubt?
