I have heard the same as well that second house is 2nd spouse and 9th house as third spouse. In short of any other alternative theory , I have tried to use it. I have found few things always true like any kroora graha in second house delays second marriage. I have seen quite a few with same result....

I will post some charts with the delay in second marriage with Kroora graha in second house in the evening.
