Does the personal year number apply from birthday to birthday or from Jan 1 to Dec 31? I was born in early January so both rules apply. However, someone born in December will be under the influence of the previous year until their birthday. Some clarification please.

That's a really good question, the personal year is calculated using the persons birth day and month and is then targeted to a specific year.
So I would actually state the opposite, the personal year number should only apply to the year that you are looking into Jan-Dec.

for calculating yearly reports.
I, personally, prefer the ACTUAL birth date to their ACTUAL next birthdate
calculation. But if you use Numerolgoy software, that won't be the case.
Using both methods, can be somewhat confusing.
I would suggest that you decide upon ONE method and stick to that
for consistency and thereby lessening your confusion.
