Could anyone please tell me whether or not we consider Birth time while doing Numerological calculations?

Is your Birth time required to do deliniation for you?

no in most cases numerology reports do not ask for bith time - just date

Most numerologists work on your name on your birth certificate.

For most of the calculations in numerology, only your birth date and name are used. So birth time has got no significance for the numerologists.
