Is it possible to change one's sun sign/horoscope and will it be effective on the person.

Yes you can change it, KILL YOURSELF! and when you reincarnate your sun sign could be changed.

But I read somewhere that as we get older our characteristics begin to move into the moon sign.  Has anyone else ever heard about this?

maybe at different times of our lives we can lean more on or be more comfortable with different sign/planet combinations. you can't change your horoscope though - you're born when you're born and the chart you have is the chart you have.
