The United States and the Patriot Act

Think of this.
A person is suspected of terrorism so some high level thing goes on and the person is under surveillance for up to 5 years I think in the United States. They can just sit on someone without any warrant up to five years. I guess if someone just suspects to be under this type of surveillance... just pirate software on the internet and download movies too. It would be right in their face and it is not a form of terrorism.
