The 1st criteria to have when given dragoon state is to both harbour and be a dragon. only with 2 dragons present can one become dragoon if all others have been met

2nd criteria is that they must with hold an ageless ancient inside as well

3rd they must have the soul of a warrior present

4th they must hold possess the fair ones as part of them selves... there soul must be there

5th is the high magickal abilities and the feel for wings

6th they must become one is the final transformation

7th they must be as no other with having the ability to cross fusion themselves with another changing both lives to this path

8th must withold the all that has become them

9th is to know what a dragoon is both in words and in being

10th to hold up to the legend held so high

I think, there are mostly astral beings, like another  other world powers .
