From my understanding RishiRahul jii represent the planet of Jupiter and Mercury. Jupiter for knowledge and want to gathering knowledge, He has very good knowledge in Astrology regarding almost from every-sector like Numerology, Astro Palmist, Vedic Astrology in old way, Vedic Astrology in Krisnamurti way, Astrology in western method. A good Mercury also need to become a good in Astrology. I hard Mercury for the intuition power. I don't know Mercury for the intuition power or not, but somewhere I read it.
For a successful Astrologer he/she should have a good intuition power. Which RishiRahul jii has. Mercury: Planet of Communication, A astrologer should need a good communicative skills to become a good Astrologer. This planet also prompts us to move from one thing to the next and to get answers on both a physical and psychological level.
