could anyone explain more about Tara Dasa?

It is like Vimshottari dasa system. Instead ofthe Sun, Moon, Mars etc. Tara dasa is reckoned from Janma, Sampat Tara etc. Tara Dasa commences from the strongest Planet  among the planets posited in angles. The sequnece of Janma, Sampat, Vipat, kshema, Pratyak, Sadhana, naidhana, Mitra and Param Maitra are adopted. Dasa effects shall be as per nomenclature of the names of the Tara. Each dasa lasts for 9 years

but I was told taradasa precisely gives  indication of bad happenings
