Secret Police, What price will they pay?

Hi Guy's

A chap who's family are having unjust problems with the State Secret Police (Not America)
And asked me what price would they pay for what they have done to him and his family?.

I used my Rider Waite deck, and just done a 5 card side by side in a row spread, the cards
I drew were The Page Of Swords.....The Tower.....8 Of Pentacles.....5 Of Pentacles.....10 Of CUPS

In Rider Waite booklet Page of Swords means, Authority,Overseeing, Secret Sevice, Vigilance, Spying
Examination, and the qualities thereto belonging.

To me The Tower and the 5 of Pentacles says it will bring down the Secret Police , not sure about
the 10 of Cups is that him and his family when this is over?
It should bring down the Secret Police ,with this Guy the Human and Constitutional rights violations
are off the chart.

Would you guys say I am correct in my interpretation, how do you see it? Thanks
